I’m at the University of Illinois Chicago all this week for training (UGH!!!) . They have put us up in the closest hotel, a fairly swanky Marriott. I noticed this in the elevator last night though.
I’m hoping I get the other elevator today. I want to check its permit now.

I t means is the hotel hasn’t paid the i nspector’s kickback and if it isn’t done by tomorrow, plan to be taking the stairs.

Not only that, but the conditional certificate is expired. You should find the stairs, since you might need them when the conditional fire inspection expires.

Maybe Illinois has different laws, but it has been ages since I saw any sort of inspection certificate in the elevator. Seems pretty much everywhere, they’ve been replaced by signs saying the certificate is on file somewhere:

They absolutely can be bought, but the conditional approval means they couldn’t pony up the full amount to get a pass.
